MANAGER, U.S. GOVERNMENT CONTRACT MANAGEMENT & SMALL        BUSINESS LIAISON OFFICER
Derco Aerospace, Inc., Milwaukee, WI. 2005-2009
Responsible for company-wide compliance with Federal Acquisition Regulations and price reasonableness negotiations for all U.S. government prime contracts and sub­contracts were 11 percent of annual revenue and 48 percent of annual revenue of $270 million respectively. Implemented and managed company-wide small business program. Wrote all small business plans for awarded contracts over $550,000. Pro­vided continuous training of Account Managers, Program Managers, Contract Spe­cialists and Contract Administrators. Training included monthly training class on purchasing or negotiation subjects, monthly ˇ°News You Can Useˇ± summary of changes or interpretation of policy in the federal government contracting arena, and periodic training of negotiation techniques and price and/or cost analysis techniques. Reinstated long dormant claim of $240,000 into P.L. 85-804, extraordinary relief, request for reimbursement for generators shipped to the Air Force by mistake.

Clean Harbors Environmental Services*, Braintree, MA.    2003-2005
Was responsible for interpretation of federal solicitations and contracts, negotiation of equitable adjustments, claims and appeals. Prepared General Accountability Agency (GAO) Protests. Managed Company Small Business Program, including ven­dor development. Reviewed purchasing activities to ensure compliance with govern­ment audit requirements. Mentored company executives and salespeople about the Federal Acquisition Regulation. Initiated approval from General Services Admin­istration (GSA) for a Federal Supply Schedule contract. Company received more than $300,000 in revenue off the GSA contract in less than one year. *Clean Harbors acquired Safety-Kleen in September 2002.


DIRECTOR, CONTRACT ADMINISTRATION.
Safety-Kleen (Government Services), Inc., Columbia, SC.              2001-2003
Ensured contract requirements were met. Negotiated equitable adjustments and claims.  Interfaced with all Corporate and Division Project Managers regarding pro­posal development issues and equitable adjustments after contract award.  Managed Division Small Business Program, including vendor development initiatives.  Over­saw purchasing activities to ensure compliance with government audit requirements.


SENIOR CONTRACT ADMINISTRATOR Safety-Kleen (Government Services), Inc, Saukvillle, WI 1991-2000 Only Contract Administrator in environmental services and hazardous waste com­pany.  Managed running average of 22 contracts valued in excess of $27 million, both fixed price and cost reimbursement.  Responsible for interpreting solicitation terms and conditions.  Personally negotiated all significant change orders and claims after award of contracts.  Secured $10 million in equitable adjustments in favor of employer during this period.  Appeared in front of both General Accountability Of­fice and Armed Services Board of Contract Appeals.  Successful in 85% of cases when government-wide success rate is only 8 to 12 percent. Wrote subcontracts and letters of credit with both U.S. and foreign customers.  Managed Division Small Business Program.


DEPARTMENT HEAD
Resolution Trust Corporation, Chicago, IL 1990-1991
Supervised seven contract specialists and support personnel.  Wrote statements of work (SOW) and issued contracts for Phase I and Phase II environmental studies, and asset management disposition contracts Performed due diligence file review, and broker services involving failed Savings and Loan Associations.  Instituted contract type review that resulted in 12% savings after time and materials contracts were con­verted to firm fixed price type contracts.


MANAGER OF PURCHASING
Astronautics Corporation of America, Milwaukee, WI 1987-1990
Supervised five buying groups, a support services group and material control function
- a total of 38 employees in multi-plant aerospace design and manufacturing com­pany. Company manufactured gyros and cockpit displays. Was responsible for pur­chase of more than 23,000 line items valued in excess of $30 million each year. Sup­ported manufacturing facility. Increased annual negotiated savings in Purchasing Department from 7.9 percent to 14.1 percent. Implemented a manufacturing re­source planning (MRPII) module.


MANAGER OF SUBCONTRACTS & SYSTEMS
Astronautics Corporation of America, Milwaukee, WI 1985-1987
Supervised seven buyers, including MRO buyer. Negotiated all sole source purchases, most involved cost or pricing data. Purchased all capital equipment, software, move­ment of household goods, auto rental and on-site airline reservation services.


UNITED STATES AIR FORCE, RETIRED AS LIEUTENANT COLONEL
1965-1985 As Chief of Contracting Division at several Air Force bases, was a skilled proposal writer and negotiator and was responsible for all purchases, including supplies, serv­ices, building renovation, new construction and custodial services. Was Small Busi­ness Liaison Officer (SBLO) for Air Force Logistics Command. As Deputy Director of Contracting and Chief of Contract Review Committee, was responsible for busi­ness strategy, negotiation and award of contracts for computer systems moderniza­tion program. Was responsible for review of all contracts for covert telecommunica­tions program. Was responsible for purchase of C-23 and KC-10 aircraft and F-100 engine container purchases. Bought T-41D aircraft for foreign governments.
